Hmm. Perhaps some perl expert might be interested in writing an
XS interface to zmailer. I have a couple of similar requirements
that I'm fulfilling now with multiple calls to sendmail, but
it does take a while to process even ~200 or so individual
emails, and that's only to local users. :)

Ultimately, spammers are making for a hostile email environment.
Irresponsible use of an easily accessible resource always does
that, and unfortunately the entire population have to live with
the consequences, not just the abusers. I run a gateway between
internet and FidoNet here that will almost certainly close down
soon because spam content has reached over 80% of the gateway's
use, and the only sane way to manage it is to inspect every few
emails and add host/domain rejects to prevent commercial,
advertising and bulk traffic coming into a hobbyist/non-commercial
network. Sometimes it rejects otherwise valid mail, because the
spammers happen to be on the same machine/domain as someone who
wants to use the gateway. Yes, I can well understand his attitude
too, and I could well do without the extra work required to keep
it running - it is costing me dearly.
And yes, of course there are perfectly valid and responsible
reasons for bulk mailing. Mailing lists, for one. :)
