I don't know what is the best way, I just copied Red Hat
way. And in all perl modules all I see is:

# perl Makefile.PL PREFIX=$RPM_BUILD_ROOT/usr INSTALLDIRS=vendor
and then only # make and # make install
Others combinations doesn't work for me and Red Hat 9.

Maybe, if I get some free time I will do some test on my SunOS8/Ultra1
