I could bet that the thing doesn't depend on what is your
"smtp-auth-pipe" setting.

You should test it with:
    $MAILBIN/smtpserver -i -d 1 -T '[172.31.10.131]'

Then you see every small detail and logic step.
(As is documented in  smtpserver  man-page about  "SMTP-POLICY TESTING")

Also (and especially) make sure to test with IP addresses that
are configured as your local service area, and addresses that
are outside it.
