accepted by the compiler, but rejected by the preprocessor



Hi,

in 2.99.56pre4, configure tests for some libraries such as db2.
The "cc" test will use CFLAGS (but not CPPFLAGS...), but the
"cc -E" test will use neither CFLAGS nor CPPFLAGS.

The result is that if the user really specified CPPFLAGS for
some libraries, configure still won't find it, because the
preprocessor won't find know where it is, and configure is
trusting the preprocessor.
