Yes, I know it, and I know of GNU's GNATS.
Bugzilla is -- big. Having installed it once I would say: no thanks.
Debian's system is somewhat difficult -- one has to fix and install it
manually if goal is to use it elsewere than at a debian system (e.g.
at Solaris.) (But doesn't require installation of database servers.)
And all in all those doesn't solve the email->web archival problem.
