  You don't recall recent talk that 'make install' does not
  overwrite router .cf script files ?

  Manually:  cp -p proto/cf/*.cf $MAILSHARE/cf/

  which of course sometimes may overwrite your own locally customized
  scripts...

  (and the missing   mq2.c  is now committed too..)
