smtpserver policy database problem

I recently decided to download an install version 2.99.49p9 and install it
on my home RedHat Linux box.  The configure, compile and install went
through fine, but after having started zmailer and tried to send some
email, through it, I got the following message:

sethanon smtpserver[15453]: smtpserver policy database problem, code: 2

I know that it's a configuration problem, however I have no idea where to
start.  The installation instructions tell you that you have to configure
the software, but doesn't tell you what, or how.  I've looked through the
archives of the mailing list as well as searching the web with no luck.

As far as I'm concerned, the only real limitation on zmailer is it's
crippling lack of easy to follow configuration instructions.  Perhaps we
need someone working as hard on documentation as Matti works on
implementation. =)
