No - it definitely should not.  The mail system is forwarding it (albiet at
the user's request) - not the user themselves.  The original sender (and
envelope sender) should stay intact.

This is, however, a major problem with central policy filtering based on
envelope addresses.  Central filtering may not (and, in this case, obviously
does not) have access to information about how the message arrived there.

'Tis better to filter at your access portals (i.e. incoming transport
agents) with the outside world, and not try to filter messages coming from
within.
