National characters in headers

Hi!
After installing 2.99.18 I have one more remark regarding encoding
of national characters in mail headers:
    If there is any 8-bit character in the user full name (comment)
    there is a chance that there are more of them so it would be
    better to write:
	=?UNKNOWN-8BIT?Q?=A3=B1=BFy=F1ski?= 
    than:
	=?UNKNOWN-8BIT?Q?=A3?= =?UNKNOWN-8BIT?Q?=B1?= =?UNKNOWN-8BIT?Q?=BF?= y =?UNKNOWN-8BIT?Q?=F1?= ski
    As far as I understand it is acceptable since rfc1342.txt suggests:
	From: =?ISO-8859-1?Q?Patrik_F=E4ltstr=F6m?= <paf@nada.kth.se>
