Well, this sounds like a perfect application for an
smtp/host.name.dom.ain entry in the scheduler.conf file for those 
machines.

In case I'm not making sense, here's an example:

# problem site - expire immediately
smtp/heidelberg-emh1.army.mil
	maxhost=1
	maxchannel=1
	gangchedule
	byhost
	retries="60"
	skew=1
	expiry=1h
	command="smtp -e -l /var/spool/log/smtp -- $host"

This should cause all mail to that site to be bounced back if not delivered
in one hour.  Make sense?
