Yes, no wonder.
I suggest pulling back to 2.99.12, which
doesn't get stuck in similar scale.

It is a screw-up in the internal databases of
the sceduler. The 2.99.13 as is worked somewhat
on the OSF/1 Alpha (new nic.funet.fi), but when
I changed several parts in it to be full 64-bit,
it started to run in tight loops and be unable to
deliver multi-recipient emails :-(
Hold tight on 2.99.12.
I need some sleep before I can make sensible
code again -- it was quite an ordeal to switch
from old SPARC machine to new DEC 3000/900 AXP
with massive RAID-5 filestore.. (new nic.funet.fi)
... today I finally enabled CRON in there, and
started mirrors. The system is finally in production.
