extra ^M chars in makefiles

someone recently (in the last couple of months) posted an explanation for
the extra junk that gets into the makefiles sometimes...   and i thought
i saved (or would remember) the solution, but i didn't (and don't :-).

if anyone knows what causes this, could you drop me a line?

(i end up with
	SMTPSERVER_LIB=^M
	SMTPSERVER_INCL=	-I^M
which causes the make to fail.)
