intermittant failures for transports/mailbox

I've just installed zmailer-2.2e4 on an SGI Challenge S,
and used hostenv/IRIX5.2

If I start the mailer manually, it works fine.
When it starts up at boot time, it doesn't work.
If I then kill and restart it, it works fine ... very strange.

I'm getting the following errors in /var/log/scheduler:

/local/lib/mail/ta/mailbox: 16/99/error can't lock "/spool/mail/steve", errno 13
 (this is abnormal, investigate!)
/local/lib/mail/ta/mailbox: 9/71/error can't lock "/spool/mail/steve", errno 13
(this is abnormal, investigate!)

And the following errors to the syslog file:

Does anyone have a suggestion of what could be causing this?
