I am not 100% certain, but I think that is what 'routes' database
does in ZMailer.

In ZMailer the 'routes' DB does not partake in input relay permission
rules, it works only for internal/outbound routing.

For the smtpserver's input, there are ways to define permissive relaying
for a given target domain.  See   doc/guides/smtp-policy
