error 400 4.4.0 when using fetchmail

I thought I had zmailer working then all of a sudden
I started getting the error:-

400 4.4.0 interactive routing subsystem is not enabled

when using fetchmail (v 6.2.4). What am I doing wrong please?
I am using zmailer 2.99.55 on suse linux 8.1, compiled using
gcc 3.2. Grepping the source I find the error is in the smtpserver
(smtprouter.c:214). When I run fetchmail with debug it shows that
I am getting the error just after receipt of MAIL FROM: <user@somewhere>
