router busylooping

 This is completely separate from the previous router busy loop
 thread. The router still busyloops sometimes when doing some
 GC. Usually while handling a big mailing list.

  The busy loop is in cons_garbage_collect, when gcp == gcp->next.
 How this happens I have no idea. Matti, what do you need to debug
 this?

  2.99.50-s11 did not malfunction like this but apparently all versions
 after that seem to have this problem.
