PARAM RcptLimitCount

Hi!

I set PARAM RcptLimitCount 100 in smtpserver.conf, but is seems it doesn't
work. 
smtpserver still reports 250-X-RCPTLIMIT 10000

Also PARAM max-error-recipients seems to be ignored.
