4xx responce from a remote delays *all* mail to that host?

I noticed that currently (CVS version) if zmailer gets 4xx code while
trying to deliver any message to a remote relay, then *all* mail
queued to the same relay gets delayed.  It it intentional?  It seems
to cause unwanted results: these days many MTAs respond 45x if they
cannot resolve domain in MAIL FROM:.  So, if for some reason a
message with such unresolvable from domain appeares in the queue,
all mail to the same relay is hold.  Any comment?
