router alias expansion problem - upgrading from 2.99.48 to 2.99.51

I've been using version 2.99.48 with no problems since May 1997. I recently
tried to upgrade to 2.99.51 so that I could use the SMTP policy features.
However, the 2.99.51 router handles aliases differently. I have identified
two types of aliases that worked fine under 2.99.48, but now fail with
2.99.51 and are sent to the bitbucket.

Case #1:  user1 = user1@host1.math.vt.edu
               where host1.math.vt.edu is in localnames

Case #2:  list1 = user1 user2 user3 user4
          list2 = user5 user6 user7 user8 user1

I can work around case #1, but case #2 is a serious problem.

If someone sends a message to list1 and list2, then user1 appears twice
in the recipient list and is dumped in the bitbucket without receiving
any copy of the message.

I would greatly appreciate any advice you can offer.

Oh, by the way. I couldn't send this message from my system because I'm
in the ORBS database:
