Return mail sent to sender on "250 Ok" messages..

Ever since installing 2.99.49p8, I've seen ALOT of mail being sent
back to users when mail was delivered successfully.
I know that none of them asked for a delivery receipt,
nor a return receipt. This is also happening very
'sporadically', meaning not all messages do this.
It looks like zmailer is using the contents of the
'delivery' form. How/where can I turn this off?
