mailbox locking failures

It has been some time since I upgraded my zmailers. Yesterday
I came across an unexpected error in my 2.99.43.

The error was a failure to dotlock the mailbox; I was just
starting up pine at the moment, which lasted a few seconds.
I was wondering whether newer versions of zmailer will treat
failure to dotlock as a transient condition and retry later,
or still treat it as a permanent error and bounce the mail.
