Could one achieve this effect by changing the "expiry=" field for "local/*"
in MAILSHARE/scheduler.conf from the default of "3h" to something like "1s"
or "0s"?  That ought to prevent frequent, multiple attempts to deliver mail
to a file or program which resulted in an error the first time. 

Alternately, you could try changing the retry interval to something larger
than the default of "1m".  Although, the odds of the user noticing that their
mailbox is overquota within the 3h timeout are pretty slim.  So you would 
probably still expire the message, anyway.
